Dr. Paul Rumrill
Founder, Worship Leader, Educator
Dr. Paul Rumrill is the founder of Living Waters Ministry ACTI and Chair of the Center for Music and Worship at Liberty University. Since 2008, he has helped shape Liberty’s worship programs, training students to serve the Church through music. His ministry experience spans urban churches in the U.S. and international work in India, Nepal, and Russia. Paul is deeply committed to equipping pastors, leaders, and artists in worship, discipleship, and evangelism, and has developed numerous resources to support local churches.
With a background that includes roles as Worship Pastor, Creative Arts Pastor, and urban music educator, Paul brings a rich and diverse perspective to ministry. He teaches and performs a wide range of styles—from classical to gospel to world music—having spoken at conferences and universities like Yale and Notre Dame. He holds advanced degrees in music performance, ethnomusicology, and worship studies. Paul and his wife Kelli live in Forest, VA, where they serve their local church and continue investing in worship and cultural development.
Ted Williams
Worship Leader, Consultant, Songwriter
Ted Williams has served as a worship leader and pastor in churches of all sizes since the “late 1900s,” as his kids like to say. From bi-vocational church planting to leading worship in large, full-time church settings, Ted has witnessed God’s faithfulness in every season and context—always pointing people to Christ through worship.
Ted’s love for music spans many styles. He has directed choirs and orchestras, led bands, and produced albums of original songs. He’s passionate about helping others grow in their gifts and believes there’s always more to learn. Ted began his studies at the University of Kentucky and completed his undergraduate degree at Liberty University in Lynchburg, VA, where he now lives with his wife and three children. Deeply connected to their local church, the Williams family enjoys hosting a home fellowship group and serving their community together.
Agnes Bale
Worship Leader, Digital Marketer, Project Manager
Agnes Bale is a Worship Leader, Digital Marketer, and Project Manager whose heart is to see the local church flourish in both worship and mission. With more than 15 years of experience leading worship across Asia and the United States, she has developed a passion for training and equipping other worship leaders—not only through music and songwriting but also through media and digital tools that extend the reach of the gospel. Agnes holds a Master of Arts in Worship & Music from Liberty University and has also built a strong professional background as a digital marketing strategist and project manager in global tech companies. Bringing together these unique experiences, she seeks to create spaces where people can encounter God’s presence and help ministries grow in impact both locally and globally.
Tamara Dhaity
Worship Leader, Administrator
Tamara Dhaity is a worship leader, vocalist, and teacher whose ministry is marked by both excellence and deep devotion to God. Gifted with strong and dynamic vocals, she brings a unique blend of platform presence, performance excellence, and Spirit-led leadership that draws people into authentic worship. Her journey began in the choir as a young child and grew into years of service at Bethel Evangelical Baptist Church, where she directed choirs and led worship for youth, children, and Sunday services. Responding to God’s call into full-time ministry, Tamara earned a Bachelor of Science in Music and Worship from Liberty University, where she developed her leadership and artistry through LU Praise, the School of Music Recording Ensemble, and internships at Thomas Road Baptist and Liberty Live. With a passion to equip and disciple others, Tamara’s desire is to see churches and individuals experience the power of God’s presence through worship that is both excellent and authentic.
